Kosovo militarizes over guardian NATO's objection

NATO has been a protector and supporter of Kosovo ever since it emerged from the Balkan wars of the 1990s. Now Kosovo's parliament has voted to form it's first army, and it puts NATO's peacekeepers there in a difficult position.
