A bill to encourage immigrant innovators to set up and develop their venture-capital backed startups in the US has been announced by Congresswoman Zoe Lofgren. She had recently chaired a House sub-committee hearing that had reviewed how other countries, especially Canada, are gaining an edge in attracting and retaining overseas talent.
